No one likes waiting, and when you schedule an appointment at 3pm you shouldn"t have to wait until 4pm to see a chiropractor. In my opinion this is unacceptable. Yes there are exceptions here and there, but if those come up you ought to be told before or be able to reschedule if they can"t fit you in during the time desired.
